Minor updates of IO utility functions

• Fix IO multithreading argument not working AlphaPeel#210
• Fix Report version via -version AlphaPeel#204
• Fix Report version via -version AlphaImpute2#60
• Fix Change the AlphaImpute2 help version string (defined in tinyhouse.print_boilerplate) AlphaImpute2#59

Proposed approach

Modify the relevant functions; some are mentioned in the issue description.

The first issue is not fixable for now. For details, check AlphaGenes/AlphaPeel#236

The -version option is possible and can only be implemented within AlphaPeel and AlphaImpute2 instead of tinyhouse. As tinyhouse won't know the version of AlphaPeel or AlphaImpute2 using it.

The last issue is implemented in the merged PR #33, the remaining things to do are to update the tinyhouse reference of AlphaImpute2.
