[FEATURE] Adding users to manage dedicated servers

It would be nice to add users to edit a chosen dedicated server, similar to the tournament organiser feature. They should be able to activate, deactivate, change the settings and up/download files to the dedicated server.

Usage would be for example if you setup a practice server for a team without the 5stack plugin
